This week’s Spokane Valley City Council meeting began with the pledge of allegiance and approval of the meeting agenda.


PROCLAMATIONS
Mayor Haley presented a proclamation for Arbor Day, which was accepted by members of the City of Spokane Valley Parks and Recreation team.


General Public Comments
Each week, community members have an opportunity to address Councilmembers for up to three minutes during the General Public Comment period, either at the beginning or end of each meeting either in person or via Zoom.


ACTION ITEMS


#1 Consent Agenda
The Council unanimously approved the consent agenda, which included vouchers for paying city expenses and payroll and minutes from the March 18, April 1 and April 8, 2025 Council meetings.


#2 Interlocal Agreement for Aquifer Protection Area
The City has participated in the Spokane County Aquifer Protection Area (APA) program since 2004. A new agreement ensures 70% of revenues are returned to the City, with the remainder used by the County. A motion to authorize the city manager to execute the agreement for 2026 through 2045 passed unanimously.


#3 Resolution #25-007 Aquifer Protection Area
This resolution authorizes including the city’s boundaries in the reauthorized APA. The motion passed unanimously without indicating support or opposition to the upcoming ballot proposition.


#4 Affordable and Market Rate Housing RFP Awards
Habitat for Humanity received top rankings to develop two properties: 228 S. Carnahan (approved with 6-1 vote) and 4908 E. 1st Ave (approved unanimously). Both use ARPA and CLFR funds. The city manager is authorized to execute agreements for both projects.


#5 Agreement with Kemira Water Solutions Inc.
The Sullivan Waterline Project supports future development and fire code compliance. Kemira will reimburse the City up to $749,400. A motion to authorize the agreement passed 6-1.


#6 Bid Award for Sullivan Waterline Project
The $1.25 million bid was awarded to Colville Construction Inc. to construct 1,500 feet of new water main. The motion passed 6-1.


NON-ACTION ITEMS


#7 City of Spokane Valley Q1 2025 Economic Trends Report
Dr. Kelley Cullen from EWU presented trends on demographics, employment, and construction activity.


#8 Code Text Amendment (CTA)-2024-0002 and Right-of-Way Permit Update
To eliminate confusion, staff recommend removing the permit exemption for “normal” maintenance. The Planning Commission supported the proposed code updates. Council agreed to move forward with a first reading.


EXECUTIVE SESSION
The Council entered Executive Session to discuss pending litigation. No action was taken upon return to open session.
