ACTION ITEMS
#1 Public Hearing: 2025 Transportation Improvement Program (TIP) Amendment
Discussed April 1, 2025. The amendment includes updated cost estimates and new projects for 2025, including the Thorpe Road Bridge replacement, Wellesley Ave preservation, Barker & 8th roundabout design, and right-of-way funds for South Barker Corridor.
#2 Resolution #25-004: 2025 TIP Amendment
The amendment passed with 5 votes in favor and 1 against.
#3 Ordinance #25-003: Massage Business Licensing and Enforcement
Approved unanimously. Updates include a new chapter on therapist regulations, stricter licensing requirements, and misdemeanor penalties for violations.
#4 Ordinance #25-004: Public Safety Sales Tax Ballot Measure
The ordinance places a 0.1% sales tax measure on the Aug. 5, 2025 ballot to fund at least 10 new police positions. Passed with 5 votes in favor and 1 against.
#5 Grant Opportunity: Sullivan & Trent Interchange
Staff proposed applying for $18 million from the Federal Local Bridge Program for the $53.4 million interchange project. Motion passed 5-1.
#6 Staffing Update
New positions include a ROW inspector, senior engineer, and engineering tech II. Changes increase staffing from 116.25 to 119.25 FTEs. Motion passed unanimously.
#7 Resolution #25-006: Master Fee Schedule Update
Updated ROW permit fees were approved unanimously.
NON-ACTION ITEMS
#8 DNR Pinecroft Management Plan
DNR updated the Council on the 100-acre Pinecroft NAP next to Mirabeau Point Park. A public meeting is scheduled for May 7 at CenterPlace.
#9 Short-Term Rentals Discussion
Council reviewed stakeholder input and discussed whether to proceed with regulating short-term rentals. Staff will conduct further research.
