This week’s Spokane Valley City Council meeting began with an invocation, pledge of allegiance and approval of the following meeting agenda.
General Public Comments
Each week, community members have an opportunity to address Councilmembers for up to three minutes during the General Public Comment period, either at the beginning or end of each meeting, in person or via Zoom.
ACTION ITEMS
#1 Consent Agenda
The Council unanimously approved the consent agenda, which included vouchers for paying city expenses and payroll.
#2 Public Hearing: Ordinance 25-001 – Signs Within City Rights of Way
The proposed code amendments allow non-commercial signs in rights-of-way with time, place, and manner restrictions. The motion to advance the ordinance to a second reading passed 5–2.
#3 Public Hearing: Ordinance 25-002 – Energy Code Changes
To comply with State Initiative I-2066 regarding natural gas use, the Council reviewed proposed updates to local building code. Public comments were received.
#4 Ordinance 25-002 – First Reading
A motion to place this item on a future agenda for a second reading passed unanimously.
#5 Mayoral Appointment: Tourism Promotion Area (TPA) Commission
A motion to reappoint Amanda Alcamo to represent a midscale hotel on the TPA Commission passed 6–1.
#6 Interlocal Agreement with WSDOT – Signal Maintenance
The Council unanimously approved a renewed agreement for WSDOT to maintain traffic signals on Pines Road and Trent Avenue.
NON-ACTION ITEMS
#7 Short-Term Rental Update
Hotel representatives spoke about the impact of short-term rentals. On March 18, rental operators will share their perspectives with the Council.
#8 Land Capacity Report
Staff shared a Land Capacity Analysis as part of the city’s Comprehensive Plan update, reviewing future housing, commercial, and industrial needs.
#9 Spokane Valley Police Department – Recruiting & Retention
Since March 2024, 45 new hires and 23 separations resulted in a net gain of 22 deputies. Police Chief Dave Ellis presented the 2024–2027 plan.
#10 HCDAC Homeless Services RFP Update
Staff reviewed HUD grant applications received through Spokane County’s urban consortium. Council feedback will inform final funding decisions on April 8.
