This week’s Spokane Valley City Council meeting began with the pledge of allegiance and approval of the following meeting agenda.
PROCLAMATIONS
Mayor Haley presented a proclamation for National Vietnam Veterans Day, accepted by Rae-Anna Victor of the Daughters of the American Revolution.
General Public Comments
Each week, community members have an opportunity to address Councilmembers for up to three minutes during the General Public Comment period, either at the beginning or end of each meeting in person or via Zoom.
ACTION ITEMS
#1 Second Reading of Ordinance 25-001: Signs Within City Rights-of-Way
The proposed changes would allow non-commercial signs along right-of-way areas with time, place, and manner restrictions. The motion was withdrawn for further staff review and will return later.
#2 Interlocal Agreement with Spokane Valley Fire Department
An updated agreement allows the fire department to collect permit fees directly and clarifies responsibilities. The motion passed unanimously.
#3 Grant Opportunity – Spokane Regional Transportation Council (SRTC)
Council authorized staff to apply for funding for eight projects, including Sullivan/Trent Interchange, Argonne reconstruction, and trail improvements. The motion passed 6–1.
#4 Grant Opportunity – National Highway System Asset Management
Projects submitted include North Sullivan, 32nd Ave, and Broadway. No local match is required. The motion passed unanimously.
#5 Amended 2025 Federal Legislative Agenda
Updates reflect changes in CDS funding requests and Fieldhouse project details. The motion passed unanimously.
NON-ACTION ITEMS
#6 Short-Term Rental Presentation
Three local short-term rental operators addressed Council following hotel industry concerns. Their feedback will inform future policy discussions.
#7 Public Safety Sales Tax Discussion
Staff outlined the process for placing a 0.1% public safety sales tax measure on the Aug. 5 ballot. A public hearing is set for April 1, 2025. Pro and con committees must also be appointed.
